The Democratic Republic of Congo (DRC) has announced a bold initiative to invest $1 billion by 2030 in transforming the country into a regional digital hub.
The plan, unveiled under the National Digital Development Strategy “Horizon 2030”, aims to accelerate connectivity, modernize government services, enhance cybersecurity, and expand digital skills training, with a special focus on empowering youth and women.
Key investments will target the expansion of telecom towers, fibre-optic networks, and other digital infrastructure. The government also intends to digitize public services and align them with international standards, while strengthening cybersecurity frameworks to ensure safe digital adoption.
The strategy builds on earlier efforts such as the “Horizon 2025” program, which faced funding challenges. To avoid similar setbacks, the government plans to mobilize resources from state funds and leverage public-private partnerships with local and international investors.
Currently, around 63% of the population has access to mobile services, but internet penetration remains low at about 34%. The country ranks 179th out of 193 nations in the UN’s e-Government Development Index, underscoring the need for accelerated reforms.
Despite these gaps, the potential impact is significant. According to GSMA, digital technology could contribute up to $4.1 billion to the DRC’s economy by 2029, boosting innovation, jobs, and inclusion.
Authorities say the initiative is not only about bridging the digital divide within the DRC but also positioning the country as a key player in Africa’s growing digital economy.
